UPSC Practice recommends Blowing the dog whistle rightly.

Along with this effort, the state police has been told to be proactive against the harming or killing of stray dogs, and that it should implement Sections 428 and 429 of the Indian Penal Code (IPC) and the Prevention of Cruelty to Animals Act, 1960, instead of treating them as mere de jure.
