GoI salaries and pensions account for about 3% of GDP. The sanctioned strength of government employees declined with economic liberalisation. Between 2001 and 2009, fresh recruitment was capped at 1% of the total civilian staff strength. The goal was to achieve a reduction of 10% staff strength over five years. Unfortunately, multi-skilling of government employees to raise their operational efficiency remains on paper. Instead, GoI wants to fill up vacant posts in various ministries, including the railways.
