The Election Commission (EC) has reversed its policy, now permitting online submission of Form 6 (for fresh voter registration) without a mandatory declaration in states not undergoing Special Intensive Revision (SIR). This declaration, initially introduced for the SIR process, had created issues with online submissions and was reportedly flagged by Election Commissioners. While the EC has administrative powers to add such declarations, the power to formally amend the Registration of Electors Rules, 1960 (to which Form 6 is attached) rests with the Central government through the Ministry of Law and Justice. The Supreme Court had previously upheld the EC's power to add the declaration.
