​​This is where expertise, and better understanding of local circumstances and the ecology, will be critical. Development and construction of strategic infrastructure must not overlook local peculiarities, be it ecological, social or economic. The identified focus areas – enhancing livelihoods, dealing with insurgency and improved assessments for sectors like tourism and agriculture, international sharing of resources such as water, hydel and highways – need engagement.
