Overview
UPSC assesses candidates' understanding of the practical challenges and complexities of India's federal system, particularly in areas like law and order where state autonomy and national uniformity often come into conflict. The role of the judiciary in navigating these federal tensions is also important.
India's federal structure, as delineated by the Seventh Schedule of the Constitution, assigns 'Public Order' (Entry 1) and 'Police' (Entry 2) exclusively to the State List. This division of powers can lead to challenges in coordination and uniform application of law, especially when issues have a national impact or involve multiple states.
