Background

Overview

Local self-government is a cornerstone of Indian democracy, governance, and development. UPSC examines its constitutional framework, implementation challenges, impact on service delivery, and the need for reforms to strengthen grassroots democracy and effective public administration.

The 73rd and 74th Constitutional Amendments, enacted in the early 1990s, aimed to institutionalize democratic decentralization by granting constitutional status to Panchayats (rural local bodies) and Municipalities (urban local bodies), making them genuine units of self-government at the grassroots level.

Facts & tables

Key facts

73rd Constitutional Amendment Act, 1992

Provided constitutional status to Panchayati Raj Institutions (PRIs) in rural areas, mandating regular elections, reservation of seats, and establishment of State Election Commissions and State Finance Commissions.

74th Constitutional Amendment Act, 1992

Provided constitutional status to Urban Local Bodies (ULBs) in urban areas, with similar provisions for elections, reservations, and financial commissions.

The '3Fs' Challenge

A persistent issue where local bodies lack genuine devolution of Funds, Functions, and Functionaries, hindering their autonomy and effectiveness.

Role of State Finance Commissions (SFCs)

Constituted every five years to review the financial position of local bodies and recommend the principles governing the distribution of net proceeds of taxes, duties, tolls, and fees between the State and local bodies.
