Background

Overview

UPSC frequently tests knowledge about PVTGs due to their unique vulnerabilities, the government's special protective measures, and the challenges they face from development projects, cultural assimilation, and environmental changes. It's a critical aspect of social justice and tribal welfare.

Within the Scheduled Tribes, certain communities are identified as Particularly Vulnerable Tribal Groups (PVTGs) due to their pre-agricultural level of technology, stagnant or declining population, extremely low literacy rates, and subsistence level of economy. They represent the most vulnerable sections among tribal communities.

  • Characterized by pre-agricultural technology, stagnant/declining population, low literacy, and subsistence economy.
  • Face extreme poverty, lack of land ownership, and limited livelihood options, leading to distress migration.

  • CAG reports highlight issues like unspent funds and low project completion, indicating implementation gaps in welfare schemes.
